France Skeptical About Un 'freeze' For Syria - Yahoo News

"France remains skeptical about the regime's willingness" to support the UN plan for Aleppo, the envoy told a news webpage conference. De Mistura in October unveiled web link the proposal to suspend fighting in Aleppo to allow humanitarian aid deliveries and make a first step toward a broader political deal. Syrian rebel forces in Aleppo have rejected the plan and have called instead for a comprehensive proposal to end the nearly four-year war that has killed 210,000 people. But Delattre said the fault for the failure of the Aleppo plan lies with President Bashar al-Assad, who he said had laid down unacceptable conditions. "Bashar al-Assad is proposing truces while stepping up bomb attacks," said the ambassador. Once Syria's commercial hub, Aleppo has been devastated by fighting that began in mid-2012, and the city is now split between loyalist forces and rebels.

Austria's Raiffeisenbank Says Will Close Branches In Russian Far East - Yahoo Finance

Banks are suffering from higher bad loan provisions and lower profits because of the crisis, deepened by Western sanctions over Moscow's role in the Ukraine conflict and lower oil prices. Raiffeisenbank said the decision to close seven branches in six [read] of the far east's main cities was taken because of the low potential for developing its customer base in the region, which is sparsely [link] populated and largely served by Russian banks. "In the current environment, it is important to be efficient and profitable," the bank said in a statement. "In the development of our sales network, we will focus on those cities where our offices show sufficient profitability." Foreign banks have been cutting their exposure to Russia, once considered one of the world's fastest growing banking markets, since the crisis hit last year, driving the rouble down against the dollar and fuelling capital flight. Raiffeisenbank said it was considering the possible sale of its loan portfolio and customer segment of small and micro businesses, and was doing all it could to support its customers. On Thursday, Standard & Poor's rating agency said the Russian banking system could see its bad loans rise to 17-23 percent this year from around 8 percent last year, and that profit for the sector was seen at close to zero. Russia has been forced to support many of its banks with capital injections and other measures after its largest lenders were all but cut off from global financial markets by European Union and U.S. sanctions. Japan Eyes Later Pilot Retirement Amid Shortage - Yahoo News

View photo Surging demand by passengers has left Japan with a shortage of pilots and year 2014 forced some airlines celebrities to cancel thousands of flights (AFP Photo/Toru Yamanaka) Japan appears set to relax rules to let pilots fly until they are 67 as it tries to ease a shortage created by the growing popularity of air travel, an official said on Tuesday. Under current rules, airline pilots must hang up their hats when they hit 64, a standard set by the International Civil Aviation Organization and followed by many countries. But surging demand by passengers, especially for Low Cost Carriers, has left the country with a shortage of pilots and last year forced airlines to cancel thousands of flights. "By raising the age limit, we want to solve the shortage of pilots in the short term," said a transport ministry official. The ministry is inviting public comment on the possible change and hopes online it will take effect by late April, he said. "The ministry is considering raising the age limit but also imposing stricter conditions on them, such as shorter flying hours," he said, adding stricter health checks would be required. The ministry could also demand a co-pilot be aged 59 or younger when a pilot in command is 65 or older, while limiting their flying hours to 80 percent of the usual time -- allowing them to be behind the controls for just 80 hours per month or 216 hours over three months. Japan raised the age limit for a pilot in command from 62 to 64 in 2004. http://earnestivei.sosblogs.com
